Defra published its Consultation Paper on the Cave Review of competition and innovation in water markets on 17 September. This has been sent to almost 70 consultees including all water companies, CCWater, Ofwat, EA, Natural England, Water UK, Technology Strategy Board, All Party Parliamentary Groups, NERC, CIWEM, EFRA Select Committee, SBWWI, UKWIR and others, These consultees have until 18 December to return their responses. Specific questions on innovation include:

• What would be the benefits of creating a new national water R&D body?
• What would be the benefits of giving Ofwat a statutory duty to support innovation?
• Should Ofwat be mandated to periodically evaluate innovation or competition in the water sector, or both?
